78 B hesitation

While enjoying the open top driving this summer, our B has started to =
hesitate when under 2000 RPM.  Over 2000 rpm, in any gear, I don't feel =
any hesitation. =20

We have put in new points, plugs and wires and tuned the car.  It runs =
between 1000 and 1500 rpm when idling.  The engine has a =
Zenith-Stromburg carburetor.

Does anyone has any ideas what can be causing the hesitation.  All help =
is gratefully accepted.
