I don't know what it means either but the so-called impact sounds like a
lot of B@#LS*^T to me just how many 25 year old cars do you see on the
road?Not many this so called tons of pollution and cost just doesn't
make sense!This is a rolling exemption probably as many cars will drop
off as come on every year how can we rebut this stupid report?.... pat
