First, thanks to all that replied.  My first step was to call the state
highway department (this was on an interstate).  They were absolutely no
help.  Couldn't tell me anything about the paint, or how to remove, but
offered to allow me to submit a claim for damages.

Next, I called the local distributor for Dupont paints.  They reccommeded 3M
adhesive/tar remover.  This did do the trick, although it did dull the paint
a bit.  A bit of polish and wax took care of that.

Here in Michigan, the paint used on the roads is a very high solids content.
Seems like they add some particulate to the paint, which adds a nearly
abrasive quality to the paint.  May be for reflectivity, or traction in the
wet, I don't know.  Anyway, should this happen to you in the future, the 3M
product seemed approriate on my acrylic enamel paint.  Don't know about
other paint types though.
