N.J. new emission test

Well the gov just wrote to me on official stationery in order to stop
rumors about the new emissions tests and standards for 1998. It seems that
our beautiful state has flunked its clean air tests (thanks mid west coal
burners) and we have struck a deal with the feds to clean up our old cars.
This has caused quite a lot of discussion on this list in the past. It must
be on lots of lists to prompt this letter from our gov.

Anyway here is the scoop, according to her.

1. all historic plated cars are exempt from all tests as before. (that
clears my entire MG stable except the 80B LE.) 

2. all cars through the model year 1980 will still get the usual tail pipe
test with car at idle. (no change for my 80 B)

3. all cars starting with 81's will be tested dynamically on rollers at
speed, except a new class of cars the are approved as collector or classic
cars, the definition of which is somewhat vague in her letter. 

4. all cars except historic plated cars will have to pass a gas cap
pressure test, (I assume that is for non vented cap systems.) 

5. Waivers will be available at increasing costs for cars post 1980 that
fail and can not be corrected at a set dollar amount

She doesn't talk about after 2001 when waivers may not be granted.

anybody have more detail? Anyway the MGs are not in danger.
