Buffing the windshield (or any surface, for that matter) will result in
the removal of some material. If the scratch is too deep and material is
removed to smooth the scratch, what you have effectivly done is ground a
lens. Probably not very accurately, but a lens none the less.
This is exactly what is done when grinding lenses for cameras,
eyeglases, magnifying glasses, etc. Material is removed by polishing
(buffing) until the glass has a particular shape which will refract light
in a predetermined manner.
When you buff out the deep scratch in the windshield, you dont have the
control, and end up with a "wavy" surface that refracts light randomly,
and we percieve it as a distorted image.
