Considered in relation to the 150 or so amps that the battery puts out
at starting, it's nothing to worry about. I've never even thought of
measuring this kind of residual current.

I agree with Jim.  28ma is pretty low.  One other 
possibility to check: I've seen small leakage in the
starter solenoid, especially an older one. Disconnect 
the solenoid and remeasure the current.
