Rustoleum vs. auto primer

I've seen a number of posts recommending putting Rustoleum primer dings and 
scratches. I have used it to protect damaged spots, but always thought that the 
Rustoleum primer would have to be thoroughly removed and replaced with 
automobile primer before painting the car. Is that true, or is the Rustoleum 
okay to paint over ?
