If this is very consistent, there's a good chance that one bulb has a
burned out high beam filament, and the other bulb has a burned out low beam
filament, and they both need replacing.

If the bulbs are dim when lit, look for bad electrical connections.  Check
the connectors on the back of the bulb, then the bullet connectors behind
the bulb housing inside the fender in front of the tire, and of course
follow the black wires to their ultimate grounding point on the body and
clean all the connectors along the way.
