Bob - if the '15' was charging then I would expect the regulator to be the 
problem, 
if it was discharging then I would look for a wiring problem.  In either case 
15 
amps (assuming that is what it was) isn't particularly high for the generator 
but 
would be enough to cook small-gauge wiring.
