Probably doesn't matter, except from an aesthetic point of view. In
either case, the pull tension is a function of the return springs
(assuming no kinks in the cable/houseing)
For what it's worth, my B (HIF4's) has the cable coming from the bottom,
my Midget (HS2's) has the cable over the top, my son's Midget (HS2's),
choke cable from the bottom, and a customers B (HS4's) has the cable from
the bottom, because when I put the new one on, I ran it that way to stop
if from rubbing the underside of the hood, which the old one was doing.
