Bud,

My car's at home and I'm at work, so I can't look at it right now...  but I
think that the cable and Tee handle assembly itself provides the locking
feature.  I would guess it utilizes an off-round shaft that catches only
when turned in the socket.  Yours may not lock due to wear.  If it is the
cable, Moss and Vicki-Brit sell the cable/tee handle combo's for about $11.

I'm sure someone out there knows how they really work.  Anyone?
