I think that it's suppose to rotate. Couldn't tell you - mine does not work
either!
Expensive to replace.

Could that be the emergency fuel cutoff system? I believe that mine (78B)
is located there.
Have no idea about the box. 'Spose I will when I start tackling the wiring
