TD Questions

I have a couple of questions regarding my TD rebuild.

1. The radiator mounting bracket holes are not in the center, they are
closer to one edge then the other. Which way should the bracket  be
mounted? With the holes closer to the front or the rear?

2. How thick are new brake linings. I'm trying to decide if the shoes
should be relined before they are installed.
