Removing paint from ID plate

The DPO of my '64 MGB was too lazy to remove the 2 screws holding the ID
plate when he painted the car.  Any thoughts out there on what I could
use to remove the paint without harming the black ink (or whatever it
was that MG used to coat the plate with 35 years ago) that is stamped on
the plate.
