When you replaced the fuel pump, did gas run down your arm from the tank
side fuel line? 

If *not*, then it's entirely possible that the tank is low on gas, or
there is a clog in the line or pickup.

We had this problem in getting the B started a few weeks ago.  Blew back
through the line with compressed air, and could hear bubbling in the tank.

Anywho, I agree with Paul Hunt who said that it's pumping air if the sound
is really loud.  Especially on an SU pump, which is supposed to shut off
when it gets backpressure.  Even on the continuously-operating universal
pumps, the sound quiets a bit when gas is in the pump.

Here's the end-to-end debugging chain:

Check for fuel at 1) at the carb, 2) before the in-line fuel filter if you
have one (I have one in the engine compartment) 3) immediately after the
pump 4) immediately before the pump, 5) gas in tank (check first!)

If you find gas, except in the tank, stop <g>.

3               4               Fuel pump installed backwards, faulty
                                fuel pump (ruptured diaphragm, etc.)
