Hi Chris,
Sounds like the solenoid isn't getting enough power to turn it
over......OR.....the starter drive gear is stuck engaged (in the flywheel).
To check if the starter is engaged; put the car in 4th and try to push it a
few feet. If it still doesn't start, try to jump it or remove the starter and
try to bench test it. 

Don't neglect a bad connection or concact somewhere either. Check the battery
terminals (how long have you had the battery). Check the grounds too.
