I don't know about Ohio, but I had some years ago when I lived in Vermont...

1) A couple of weeks to get the plates, I think

2) You get a temp tag to use in the meantime

3) Plates are unique within your state only.  An existing Colorado plate of 
70MGBGT will not affect an application for an Ohio plate of 70MGBGT.

4) They cost $15 to $50, depending on the state, and whether or not people 
were in some sort of mood to raise extra $ figuring if people really want 
them, they'll pay for the privilege.  For all I know, Ohio may cost $500, 
but probably not.  You can judge by the number you see around you.  If 
there's a fair amount, chances are it's in the $15 to $50 range.  Or, call 
your local DMV office and ask.

5) Only that they make your car that much more recognizable if you choose 
to run red lights or drive at high speed, it'll be easier to be fingered 
than if you had some anonymous plate #. :)
