I wouldn't worry about gluing down anything under the seats, because, as 
you surmised, the seat tracks pin everything into place. Personally, I 
like to be able to remove everything down to the floorboards in a 
roadster, since inadvertent wettings are relatively common. If you cut 
holes for the snaps in the footwell padding, you can snap down the carpet 
over them, and they stay in place just fine.
