If you discover that the problem is not with the wiper switch I would move
on to the gear box itself.  One of the many things I did on my rebuild was
to pull the wiper motor gear box apart and withdraw the connecting cable
that attaches to the two (or three) wheel boxes.  The accumulation of sludge
that found its way into this system was simple amazing!  After a thorough
cleaning and fresh lube the  wipers worked like new.

However if all else fails try rain x.
