The Australian "CAMS Manual of Motor Sport" requires the following for
safety harnesses (seat belts):

"Floor mounting points must be reinforced with a 3mm plate of at least
75mm x 50mm on the underside of the body"

So it looks like the guy was probably being safety conscious.
