You say 'carbs', are they both doing it?  I wouldn't expect that if it were
a problem with the floats or float valves.  Why does it come out of the carb
mouth and not the overflow?  Do you have emisions kit plumbed in?  Have you
tried it with the hoses disconnected from the float-chamber overflows?  I
suspect that if the overflows are blocked i.e. within the emissions plumbing
air-pressure build-up stops enough fuel getting into the float chambers to
lift the floats to shut the pump off, so it keeps pumping till it comes up
though the jet and out the carb mouth.
