  Do you mean the fuel pump wouldn't run continuously?  Are you sure it
isn't just filling the carb and shutting off, the way it's supposed to? 
If so, check the pump ground. That's the most common cause of
intermittent pump operation.  Don't worry about the filter not filling
up, they don't do it; always some air in there.  Once you get the pump
to run, it should fill the carb in 15 sec or so and stop.
