Ian:

These devices are rather common on the great plains of the US and
central Canada.  Here we call them lower radiator hose heaters. 
We also have ones that fit into one of the "freeze plugs" (bungs)
on the block.  I have them on my everyday vehicles.  They
are/were common fitmit by the dealers for new vehicles in our
area.
