Where is the high/low beam switch ? in the stalk or on the floor?
Get some quality aerosol electrical contact cleaner and spray it in
the stalk, if that's where it is. or take the floor mounted one up
from the floor and see if you can get the red sprayer tube inside to
get the cleaner in there.
The other thing that made a difference in all the lighting in one of
my cars was a complete new fuse box. For this particular car, it
wasn't an expensive part or difficult to do.
