What specific needs are required? Any spreadsheet (MS Excel, Lotus 123
etc..) program can be configured for multiple catagories and sub-catagories
then perform any math functions for you. Is it strictly for use on a standa
lone PC? Will it be interactive with the voters. You could also use a
database application and use a small Web Browser interface to enter the
votes and produce a report. There are many ways to do it.
