With the ignition on (and the lights off!) you should have 12v on all green
wires including those on the back of tach, (electric) oil gauge and voltage
stabiliser for the temp and fuel gauges.

You may have disturbed the gauge black (ground) wires as well as the green,
so when you turn on the lights you are supplying them with some voltage via
the panel lamps.
