If the pump is a SU and works fine for a while after the beating
to get it started, then the points are arcing together of the
diaphram is stiff from lack of use.  It's also rebuildable.  But
first, remove the cover and run some 400 grit paper over both
sides of the points.  If that cures it, well done.  IF it doesn't
than the diaphram will need replacing.  Or, the pump may just
need readjustment of the diaphram.  Check the shop manual.  I've
rebuilt about 6 of them using the shop book and every one is
still going, and going, and going, .....
