Make sure the lever that moves from heat to vent is set properly.  If
it is then:
if the air is dead cold, then the heater valve may not be operating. 
If it hasn't been used in a LONG time, then you (IMO) might as well by
another one, when you move it, it will leak, and it will do so onto you
distributor and your car will stop.  
If the valve moves, make sure water is actually flowing though your
heater core.  

If you are in the heat position for the lever, the core is getting hot
water and you still don't have heat, then maybe your duct work is
messed up somehow.  

After that I would look at the blower...
