If the brake shoes only touch in 20%, the drum is out of round.  Either have
it replaced or machines.  But first check to make sure the the drum is seated
properlu and you are not feeling the shoes on the rust ridge.

After this is taken care of, press the brake pedal a few times to seat and
center the shoes.  Then adjust the  brakes.  Remember that MGs do not have
self adjusters, so adjust them to the tight side.  As long as you can still
turn the wheel by hand, you won't burn the brakes.

On cars where the parking brake cable has not been replaced, this should also
bring the parking brake into adjustment.  Since you have replace the cable,
tighten the nut so the the wheels are locked when the handle is on the third
or fourth click.
