engine ID

So, the block on my '79 is red.  It's should be black.  The engine number
tag is correct for a late engine (but of course those are easy enough to
move).  I'm trying to figure out if someone just painted it in the past, or
what.  There are several numbers cast on the right side of the block.  Can I
tell anything by these?
