  They are shear bolts, the heads are gone as a security
measure.
  Get a sharp punch, a hammer, a bag of patience, and tap
away on the part that is showing using the punch to
"unscrew" the bolt. Once you get a little showing, you
can use a set of pliers.
  It is possible...
