"Scan disk has restarted 10 times. Some other program is trying to write
to your computer. Close programs and retry".

The problem is with some terminate and stay, TSR, resident programs such
as virus and firewall programs. After Windows has booted, press
Control, Alt, Delete ONCE. This brings up a window of programs that are
running. "End Task" all of the programs except Window's Explorer. Don't
use "Shut down" as that shuts the computer down! Once all of these
programs are closed, disk defrag or scan disk will continue
uninterupted. As each TSR is shut down, you'll have to use the Control,
Alt, Delete sequence ONCE to bring up the window showing the current
programs running to continue the "End Task" function.
