If it is the stock wheel it cleans up nicely with steel wool.  I would advise 
starting with fairly fine wool, around 00, to see how the wheel likes it.  
Steel wool also helps clean up chrome parts, but beware of rubbing too hard 
if your chrome layer is getting thin.
For aluminum wheels, I've discovered a great aluminum polish, Met-al, sold by 
Restoration Hardware, a mail-order place with some retail outlets in the US.  
Aluminum is tricky, and doesn't like abrasives.  This strips off the tarnish, 
and leaves in nicely shined.
