Please note that I know absolutely nothing about us law but couldn't your
friend strip the car, import it and register it as a kit car? or
alternatively just ship the running gear, wings, interior etc and build it
onto an old 'b body? sounds like a big mission but if he really likes the
car that much it could be worth his while....
I'm just glad I live where I do we don't even have emission control laws on
light cars :-)
