It most likely has dirt or carbon build up on the outside diameter of the
tappet below the mounting bore in the block. Soak it with penetrating oil
for a while, and maybe it will have a change of mind and come out with the
magnet. Otherwise pull it up a little and try to grip it with long nose
pliers to pull it out (assuming you have the tappet cover off).
