Did you set the top of the jet flush with the bridge then down two complete
turns i.e. 12 flats?  The flush bit isn't critical and the 12 flats should
put you close to the correct point.  If it is way out it indicates some
other problem, having to richen much more says 'vacuum leak'.  Putting the
needle higher than it should be just so as the jet can be near where it
should be is only covering up the rear problem.  Roughness is in the ear of
the beholder, are you sure all the ignition stuff is up to snuff?  Always
get the ignition right before tackling the carbs.
