    Sounds like the rocker arm bushing(s) is/are worn.  Or maybe/also 
the shaft.  When this condition exists, the rocker shaft preload can't 
make up for the slop and you can't get repeatable valve lash.

   Check each rocker arm for wobble on the shaft with its valve closed. 
Also check each rocker's adjustment by setting the lash, then spin the 
engine through and recheck.  When you adjust the valves, you should 
always go back and recheck each one after you're through anyway.

   There's one othe possible cause which relates to the cam flexing in 
case of worn cam bearings.
