For pressure to be developed in a pipe two things have to be present - flow
from the pump one end and resistance to it escaping the other.  Insufficient
flow from the pump, or not enough resistance i.e. worn bearings with big
gaps, will result in low pressure.  If the relief valve was opening at
10-13psi then I would expect the pressure to *never* rise much above this
point in a typical MGB engine, and as such it is probably starving the
bearings of oil.
