You can, but it can be quite difficult because of the gearing.

If you lt the clutch out too quickly, the car will just stop dead.
If you let it out too slowly, the car will just drag to a stop without
turning the engine over.
Apart from that there is the difficulty of driving a car in reverse in less
than ideal circumstances

As a compromise between being able to readily turn the engine over while
pushing, and being able to drive away once the engine has started, second
gear is best.
