Worn drums develop a groove that the shoes lie in and the outer ridge tends
to lock the shoes in.  Have you tried backing off the adjuster?  Is the hub
rotating or stuck?  Rather than just levering against the backplate I use a
mallet on the centre of the hub whilst levering and find that usually shifts
it where just levering doesn't, and usually without having to back off the
adjuster.  You'll need to lever and tap at two or three points around the
circumference of the drum to 'walk' it off.
