Another electrical question

In tracking down why my parking and running lights are always on in my '79 B
when the key is on, even with the light switch in the 'off' position, I find
that there is a heavy green wire connected to the fuse box on the terminal
that is normally not used. The wire is contained in the main wire loom, so
it must not be an add-on. This wire runs from the connector to the wiring
loom branch that has the water temperature sensor line in it, then
disappears into the loom. If I disconnect the wire from the fuse box, the
parking and marker lights do not come on until I select them with the
switch.

Can anyone tell me where that heavy green wire is supposed to be connected?
Note that this has a female spade connector and not a bullet connector.
