I would agree, a "click" from the solonoid but not movement is most
likely a poor electrical connection.  The starter sucks a vast amount of
electricity, so the connection needs to be not just there, but good - a
large surface area of clean bare metal contact for the electrons to flow
across.  Or it could just be a flat battery.  Alternatively it could be
a weak starter motor, although if it was spinning with enthusiasm before
you took the engine out that is less likely.

Sorry, I have no idea what could be causing your weird tacho problem!
