With the turn signals off you should have 12v on both sides of the turn 
flasher, and on the light-green/brown (common) wire at the turn switch.

With the turn switch operated to either side you should still have 12v on 
the light-green/brown, and now on either the green/white or green/red 
(depending on which way the stalk was operated) as well.  This should light 
the lamps on that side of the car, then after a couple of seconds they 
should start flashing off and on as the turn flasher starts to operate.

If you still have 12v on the light-green/brown but it doesn't appear on the 
green/white or green/red then the turn switch is bad.  Unlikely to have both 
fail together, but with a car new to you you could have any number of faults 
in any number or circuits and places so don't necessarily expect a magic 
bullet.

If the voltage drops *immediately* you operate the stalk then there is a bad 
connection back through the flasher and hazard switch to the green circuit 
fuse, you need to test both sides of the flasher and both green wires on the 
hazard switch.  If you find two points where 12v stays on one but drops on 
the other just as the stalk is operated then the bad connection is between 
those two points.
