Almost certainly the instrument voltage stabiliser.  If the system voltage 
were dropping far enough to make that much of a difference to the gauges 
there would be other symptoms as well, particularly lights and wipers.  In 
67 it also fed the electric oil gauge, but it wouldn't affect anything 
else - unless it shorted to earth and blew the green circuit fuse.  It's a 
heated bi-metal strip opening and closing a contact, hence an analogue 
device, so this is one of several modes of failure.
