No, but I have spent a considerable amount of time discussing and dreaming
about such a project! :-)
The inspiration was often the occasional availability of portable dyno units
built for tractor dealers and used for checking tractor horsepower by
connecting the tractor's power-take-off shaft directly to the dyno.  A
couple of "details" involved the facts that the dynos were designed to
operate at speeds of 1000 rpm or less and that the rotation was the reverse
of normal clutch shaft rotation.    As dealers "outgrow" their old units,.
they are often available for few hundred . . . they are hydraulic in
principle and usually cool with garden-hose connected water flow.
