Ken,
I poared a 4x4' concrete pad, outside, on the OTHER side of the shop wall,
mounted the 60 gal tank/compressor on rubber feet (actually made for putting
furniture on tile,wood etc.),  then built a "shed roof" enclosure over the motor
(again, 4'x4'-even shingled it to make it real purty....). The sides are fine
screen to let in air, but keep out water. The copper lines go through the block
walls to my regulator & water trap mounted on the shop wall, above the hose 
reel.
It is so quiet that the only way I know the compressor is running is to look at
the pressure guage & see if the needle is rising........ I will never put a
compressor inside a shop again 'cause I can't stand the noise.
