Yes and yes.  There are concerns about corrosion, and compatability with the
existing coolant.  If you're just topping up the radiator, buy the stuff
from the dealer.  If you're flushing the whole system, it's worth figuring
out why they're recommending a special coolant.  If it's got an aluminum or
particularly a combination Al and cast-iron engine, it's probably concern
about phosphate causing corrosion.  If you ever look in the cooling system
of an aluminum engined car (recent VWs are particularly prone to this, due
ot having Al heads and Fe blocks) and see black gunk, run away.  It's Al
oxide, and the engine is probably toast.
