To swirl the pot a little more:
Putting a "swirl" device at the beginning of the intake track, would
most likely be meaningless, as the air flow will "straighten out" long
before in arrives at any carburetor of fuel injector ports.
As for the Vortex engine, I would suspect that they are talking about
swirling the air in the combustion chamber which promotes better burning
of the mixture, not a better mixture.
