polishing compound

got a quick question about polishing some aluminum:

how thick should the polish be?  the last time I did this (about eight
years ago...geez) the stuff I used was almost like toothpaste in
consistancy.  the tripoli polish I just bought from the home depot is dang
near rock solid.  really.  I broke a flake of it off and it put a fairly
deep gouge in the aluminum plate I'm trying to buff out.  I thought maybe
the outside was dried out, but it seems to be like that thoughout the
whole tube of polish.  I thought it was supposed to be a thick paste,
which you smear onto the buffing wheel, rag, whatever, then work the
metal.

so...is this what tripoli polish should be like?  and if so, any
suggestions for using it?  I'm trying to get the aluminum plate to a
mirror shine.  since it's already mighty close, I figure it can't be too
much work to get it perfect.
