Your problem is not ordinances, it's that your neighbors are Jerks.
Many neighborhoods have at least a small Jerk infestation.

My rural neighborhood with no covenants or restrictive zoning laws
(I can put up a 100x200 "shop" on my land if I can find a level spot
to hold it) still has its resident Jerk popultion.
One Jerk owns the water system that supplies some of the houses and
makes it a practice to sue anyone whose land touches his. (He's
left us alone so far).  Another Jerk bulldozed a bti of our land
that he didn't need to when he put in his house, and then told the
buyers that our land was a good place to park their cars.
(those people really got Jerked-- Jerk #1 sued them when
they moved in, so now they're suing Jerk #2 for not properly disclosing
Jerk #1).
